Interesting question. The fougère markers "lavender, coumarin, green, soapy" are there, but the attitude is missing. Fougères always have a bit of a sting. Elegy, on the other hand, is passive, melancholic, and defensive. The base is dry, not typically Chypre-crisp, but still: more of a tribute to old Chypres. So, Chypre.
