I think the "double" refers to the way the fragrance ingredients are distilled. They are distilled twice. This means the first distillate undergoes the process a second time to obtain stronger scents :-))
In the past, such "waters" often had the simplest names. Just look at the "Chanel" ones, like "N° 5" or N° 19 and similar... Here, the manufacturer plays a bigger role than a creative perfume name...
