Can you recommend cities, preferably in Europe, to shop for fragrances? I’ve recently been to Vienna, Austria and that must have been fragrance walhalla!
Diverse brand-related shops, like a Creed shop, some really fine niche perfumeries, giant, and I mean giant Douglas stores scattered around the city. Definitely a place for frag-heads 😁

Paris: Galeries Lafayette la coupole, La Samaritaine, Le Bon marché, Jovoy and Nose.
After that you can target brands you want to discover that often have their own little shop in Paris.

In Roma, Coin Excelsior, Profumeria Testaccio, and also Italian brands shops.
In London, Harrod's, Liberty (both have a special and more "confidential" floor for perfumes), Fortum and Mason and Selfridge. Also Floris of London, beautiful shop but be prepared to unkind sales assistants, Penhaligon and a lot of brands shops (English or not).
In Paris, I would add Serge Lutens shop at le Palais Royal to the nice selection proposed by @Zavy.
If you're ever in the Los Angeles area, Beverly Hills and the area surrounding it is amazing for perfume lovers. Saks Fifth Ave and Neiman Marcus have the more mainstream stuff but there are also specialty stores like Beverly Hills Perfumery, LuckyScent (ScentBar), and The Scent Room. Then there are all the designer boutiques like Bvlgari, Dior, Chanel, LV, etc where you can try private line stuff, also Creed and PdM boutiques. Henry Jacques has an amazing boutique on Rodeo Dr and Krigler has a store in the Four Seasons Hotel. All of these except ScentBar and Scent Room are within one mile radius, easily walkable in a day.
