I’m looking for a fragrance that’s not overused or overly popular, but still smells fantastic, has great longevity, and good sillage. If possible, please list some options in three different price ranges: $70+, $40+, and $0–$40. It doesn’t have to be a 100ml bottle; 50ml is fine too.

Well, I bought Afnan 9PM. It's my first proper fragrance ever, and I like it, but it got boring after a few days, and I only like the base notes. I like cozy fragrances—something like hot chocolate, vanilla, tonka bean, and other warm, comforting scents.

its a bit on the more expensive end and i kinda need something under 50 that i can buy rn , ill save up money and get a proper winter fragrance for next year sometime

you could try Vintage Radio . No vanilla or tonka Bean, but sweet palo santo and juicy plum. Creamy, sweet and cozy Really, really cozy.
And nothing vintage about it.
I have a difficult time recommending something because I gather you prefer sweeter fragrances but I do not. I also don't follow age guide lines, but know I'm in the minority there. That is, teenage guys are supposed to wear sweet scents and only men over 50 should wear "old fashioned" fougeres. But we all have different preferences and I respect that. Anyway, some I came up with:
Turathi (Brown) is predominantly vanilla and around $32.
Spicebomb Extreme is a sweeter one I do like, vanilla and spices, around $67.
Ambre sultan Eau de Parfum is warm and cozy but not sweet, around $55.
Pi Eau de Toilette is a super sweet vanilla I couldn't wear but you might like it, around $40.
No Limit$ is a warm & cozy leather with chocolate & vanilla, but not sweet, around $44.

The best advice I can give to you is to not be afraid to enter in a perfume shop, niche or mainstream, and smell and test by yourself. Every good sales advisor would be more than happy to guide a young man around his journey through perfumes.
And if you are not well received, go to another store, it's a sign they are not professional.
What came to mind:
Vanille This can be layered with a spicy, woody perfume and is lovely by itself.
Dior Addict (2012) Eau de Parfum A big vanilla, it projects and lasts.
