Agree with you! I feel there is no place for "perfume snobbery" when there are high quality fragrances across the board... from niche to designer! 👏
I used to love, love, love Estée from Estée Lauder when it was still the 'super cologne spray' it was much stronger than a cologne and it was icy and 'razor sharp' and very cooling in summer. I still like it a lot after reformulation, but that icy, fatty aldehydic (still smell something aldehydic, but in a very different way) vibe it had is gone and now I choose this scent (the reformulation) more often in fall and winter.
(Don't know if this scent is also part of their legacy collection and, if so, if it will have the same- or more similar qualities as the original scent, if this would be the case I sure would save up for it ).
And I miss Dewberry Perfume Oil , it had an icy feel to it to my nose.
Oh and I find Sparkling White Diamonds Eau de Toilette also quite cold (but it is not a fave of mine).

I loved Dewberry Eau de Toilette I wore it a lot when I was young.
Yes Dewberry was beautyful, wasn't it? I wonder why they discontinued it, it was very popular without being a 'mainstream' scent. It was so unique, woudn't even be able to describe the scent. Wish they brought it back!

it seams that mainly aldehydic, mint, citrus or "watery" notes in perfumes do the trick...
There's two aspects I think. One is the smell of ice, snow, glacier, etc. The other is the feel of cold and ice. In men's aftershave, the cold feeling is accomplished by menthol. In my recent search for an unscented aftershave (unscented so it doesn't clash with my SOTD) I discovered the Stirling Soap Company. They make an unscented aftershave with three levels of freeze (no menthol, regular and glacial). I purchased the middle one with regular amount of menthol. Believe me, it gives a very icy feeling. I can't imagine what the glacial one must be like.
They do have one aftershave called Frozen Tundra which has menthol and soil notes. I've never tried it, but it would seem to provide both icy aspects - smell and feel: Frozen Tundra .
Stirling Soap also sells a 1 ounce bottle of "Frost Drops". It's just pure menthol that allows one to add the freezing feeling to any perfume in a custom amount.

Everyone is right about Snowy Owl. It's very cold and snowy, as is
Doe in the Snow.
Boreal is great. I also tried
Silver Marble which starts out very icy, then warms up.
Menthe Fraîche has this cooling effect due to the peppermint used in the formula. It's inexpensive.

I'm just stumbling on the topic (and totally high jacking it) but: I know one thing for certain - cheap(ish) French cosmetics-and-all brand Yves Rocher's (now discontinued) soliflore series "Pur Désir de..." (Pur Désir de Mimosa,
Pur Désir de Fleur d'Oranger,
Pur Désir de Gardenia, etc) was really excellent perfumery!
Of course, the formula budget was limited, but actually quite decent (plus, considering what said budget actually is in the overwhelming majority of designer perfumes, I'm not certain the difference was that huge, in the end... Also, let's wave at Tom Ford's budget of around 1,20 euros (!!!) worth of actual perfume in (at least some of) his 266-to-354-euros-per-50ml-bottle in his Private Blend collection, dixit Luca Turin).
Add to that that a bunch of these "Pur Désir de" were composed by Annick Menardo (Lolita Lempicka (1997) Eau de Parfum ,
Hypnotic Poison Eau de Toilette and "Bois d'Argent | Dior", say no more). There was even a consensus between perfumers that
Pur Désir de Lilas was THE best lilac soliflore on the market, back then.
...and if my memory serves right, the price around 2012 before discontinuation of the line was...15 euros for a 60ml. Legit.
Overall, the price/quality ratio of Yves Rocher's perfumes is (or at least was) hard to believe. They still sell soliflores EDTs at 37 euros/100ml. And they frequently have "50% off on the entire store" actions.
And besides Annick Menardo, who else composed perfumes for the brand?

I'll put my usual caveat "I don't know how it fares these days", though, but still!
Paradiso Azzurro It is not a characteristic icy fragnance but it is smells like icy fresh cold air on a Meditteranean island. Also breezy and a bit clear with citrusy notes. Love it!.
L'Eau d'Hiver has a nice fragnance for wintery and cozy feeling.

How about some Terre d'Hermès Eau Givrée ? Ice cold, great for summers.
Recently tried Rive Gauche (2003) didn't like it that much for myself, but it is icy cold in a soapy/metalic way.
